Conceptual changes in moldovan government apparatus

At the ordinary weekly meeting held on Wednesday afternoon, Prime Minister Zinaida Grechanaya announced a package of conceptual changes to be introduced into the structure of the Apparatus of the Government.

First of all, she advised that the Apparatus staff is reduced to 124 persons from the previous 141, and Prime Minister shall now have only 2 Advisors, not 9 as previously.

The functions of coordinating the policies that used to pertain to the Ministry of Economy and Trade, shall now be relegated to the Apparatus of the Government. The functions of coordinating external assistance coming to Moldova, including technical assistance, that also used to be tackled by MoE and some other ministries, shall also be relegated to the Apparatus, but these will now be coordinated personally by the Prime Minister, not by the Apparatus Head as before. In addition, the Premier shall be personally governing and controlling the Apparatus staff. And, finally, the Prime Minister shall be monitoring the completion of the central public administration reform.

The functions of coordinating the questions pertaining to the real economy sector or other economic problems, being included into Government meetings agenda, shall be completely entrusted to First Deputy Prime Minister Igor Dodon. External political issues, including European integration, which used to be previously coordinated by the Apparatus, shall now be entrusted to Deputy Premier, Minister of Foreign Affairs and European Integration Andrei Stratan.

Questions of human development, humanitarian assistance and social problems shall be concentrated in only one department of the Apparatus to be headed by Deputy Premier Victor Stepaniuc.

And all functions pertaining to local administration that used to be tackled by the Apparatus, shall now be relegated to the Ministry of Local Public Administration.

Grechanaya said, “These changes should permit us to avoid work duplicity and should ensure a higher work efficiency. We are going to employ to the Apparatus only energetic people generating innovation ideas”.
